perpendicular parking with standard parking stall sizes. The circulation would be two-way
throughout the site.
Ms. Decker then displayed and described the landscaping plan and Master Plan renderings. She
displayed the elevations, floor plans, and material treatments for the plan. She noted that the
proposed architecture was compatible with the existing buildings. She advised that in all cases,
the f ndings for all the alternatives and elements could be made.
Ms. Decker noted that there had been neighborhood concerns about the expansion of any of the
Golden Road parking area, which was addressed in the staff report. The neighbors had proposed
an idea to relocate the permanent building out of the 1999 Master Plan location and the proposed
Master Plan location and move it to where the temporary buildings were; this would allow the
continued use of the parking area off of Del Valle Parkway. She noted that the neighbors also
felt that relocating the building would allow connecting the two parking areas, similar to some
degree to that shown on the 1967 plan.
Ms. Decker stated that staff did examine the connection of the two parking areas, and there was
concern, as there was in 1999, regarding the need for and safety of such apass-through. She
noted that in 1999, the Fire Department had required a connection that now was no longer
required. She added that it was currently bollarded. She noted that the functionality and use of
Sunshine Preschool could possibly be disrupted; the scope of program of the preschool would be
changed, and one or both of the temporary structures may be required to be removed. She noted
that not all of the preschool would be held in the parish center. Staff was concerned that an
amenity to the community may be lost and that the majority of the program may be required to
be closed during the year-long construction. This third alternative was not embraced by the
Church at this time as there were grave concerns that nearly 200 families would be affected with
potentially no close alternative for child care. She noted that the proposed permanent structure in
the proposed location would maintain the Sunshine Preschool wholly, without disruption or
changes to licensure or facilities.
Ms. Decker noted that staff believed that the able to make the conditional use permit findings
could he made for any combination of any particular design. She acknowledged that the
previous November 8, 2006 staff report had provided a reconunendation for the proposed Master
Site Plan, which depicted 122 parking spaces. Staff believed it was a viable plan which was
consistent with the 1999 plan. Staff did not believe there was any real benefit to Alternative A,
which provided an increased buffer area reducing the parking to 98 spaces, would bring more
cars onto the street.
Ms. Decker reflected that this project has undergone extensive communication among the
applicant, staff, and the neighborhood in looking for compromises regarding the issues and
concerns of this site. She advised that no funding was available for mediation for this project.
She believed that the project planner has done an excellent job in meeting with the community.
She wished to publicly commend the conmlunity for coming forward and working with the
applicant during this year-long process; she believed there was a sincere effort during this
process to find a compromise. Staff recommended that the Planning Commission consider the
merits of the proposal and take action on this project.
EXCERPTS: PLANNING COMMISSION MEETING M[NUTES, January 24, 2007 Page 2 of 12
