from Golden Road and make it safer. He noted that there would be no major changes to the
traffic distribution. I-Ie displayed the circulation pattern for weekday traffic, which exited onto
Ilopyard Road. He noted that very few of the traffic trips went back through the neighborhood.
He added that on-street parking brought more traffic through the neighborhood, which would
make the neighborhood less safe. He described the landscaping plan and light screening on the
site.
In response to an inquiry by Chairperson Fox regarding whether a sidewalk was proposed at the
top of the site, Mr. Mattheis replied that a sidewalk was not planned at this time. He displayed
and described the alternative proposals as well as the design review. He noted that the attempt
was to provide a campus of similar materials, color, and palette.
Jeff Klein, Chairman, Building Committee, noted that this endeavor was exciting for the Church
and invited the members of the audience in support to stand up.
Mr. Mattheis added that in terms of modifying the conditions of approval, Condition No. 3
stipulated the validity period of the conditional use permit and design review as 12 months. He
noted that the cost of delay would be in the neighborhood of $250,000-$300,000, which would
require to church to perform more fundraising. He requested the period of validity to be
18 months to give them more time to accomplish that.
Ms. Decker concurred with that request and acknowledged that projects were often delayed,
thereby requiring requests for extensions.
With respect to the school fees tinder Condition No. 7, Mr. Mattheis noted that he understood
from the Superintendent of Schools that they would be exempt from the fee requirement. He
requested that the beginning of the condition read, "If not categorically exempt from the School
District fees, the applicant would have to develop a fee program."
Ms. Decker noted that there was acut-and-paste error on staff's part in that language with
respect to language referring to the Final Map and suggested that a new condition replace it with
the following language: "Prior to the City's issuance of building permit, the applicant shall pay
school impact fees as required by the Pleasanton Unifiied School District." If the applicant is
exempt, they would not need to pay the fees to the School District.
Mr. Mattheis noted that substitute language would be acceptable and preferable to the Church.
He noted that with respect to Alternative 2, which would relocate the Ministry Building to where
the temporary buildings are, they had looked at multiple alternatives, evaluated them against the
Church Ministry Program, and came to the conclusion that the Church did not consider that to be
a viable option. He noted that in particular, the closure at~d/or relocation of fl1e preschool would
present significant expense and that they would not support Q~at alternative.
A recess was called at 9:08 p.m.
Chairperson Fox reconvened the meeting at 9:23 p.m.
EXCERPTS: PLANN[NG COMMISSION MEETINU MINUTES, January 24, 2007 Page 5 of 12
