ATTACHMENT 9
PREV-539, Dave Johnson/Home Depot
Work Session to review and receive comments on an application for a preliminary review
to construct a Dome Depot store, three multi-tenant retail buildings, one drive-through
restaurant, and one self-service gasoline station and convenience market, totaling
approximately 18],904 square feet in floor area, on a vacant 14.7-acre site in located at the
southeast corner of Stanley Boulevard and Bernal Avenue in the Stanley Business Park.
Zoning for the property is PUD-C (Planned Unit Development -Commercial).
Ms. Decker summarized the staff report and detailed the layout and background of this
application. She noted that the noticing radius for this project far exceeded the requirements.
She emphasized that the displayed site plan did not reflect any agreements or decisions regarding
the road or traffic modeling or analysis; staff was still working on the preliminary traffic impacts.
Staff would like to hear from the Commission to determine if the uses are supported by the
Commission to have the Home Depot and this retail use at this corner, to examine the circulation
of the site, and to examine the architecture. Staff found that the architecture on the corner was
quite pleasing. Staff would like to hear the Commission's opinion on the tower elements and
whether the buildings should be separated more. Staff noted that parking was more than
adequate according to Code; however, the applicant has requested more parking onsite. The
drive-through restaurant was not anticipated to be a fast food restaurant. She noted that traffic
circulation and ingress/egress issues were critical to the plan.
Commissioner Roberts noted that in-depfl~ analysis oftraffic-intensive uses may be required as
business permits have been pulled and inquired whether the traffic situation may be re-examined
if a new use, such as a restaurant, comes in that would place stress on the existing parking
capacity. Ms. Decker confirmed that a caveat is provided that the traffic situation would be
re-examined when projects with identified uses come before the City.
In response to an inquiry by Commissioner Roberts regarding whether RFC LoneStar may no
longer use the interchange to go to Busch Road/El Charro North, which would remove 650 trips
from the intersection, Mr. Roush confirmed that was the case. He added that while the decision
was not final, an arbitrator ruled that there is an alternate route for the LoueStar traffic to access
I-580. He expected that decision to become final within approximately 45 days.
Commissioner Maas disclosed that she had met with the applicant, Mr. Knoedler
Commissioner Roberts advised that she had also met with Mr. Knoedler.
Commissioner Foa advised that she had also met with Mr. Knoedler and with Mr. Russman from
the synagogue.
Chairperson Arkin advised that he had met with Mr. Knoedler.
In response to an inquiry by Chairperson Arkin regarding the type of CEQA process that would
be used for the project, Ms. Decker replied that through the initial study process, staff had not yet
determned whether an EIR or negative declaration would be used. That would be determined
after the traffic analysis and study of other impacts to see what impacts coLild be mitigated by
design.
EXCERPTS: PLANNING COMMISSION MEETING MINUTES, January 1 1, 2006 Page l of 7
