Highway Plan are met and adopts the conclusions of the DEIR as
set forth on pages 48 and 49 with respect to these matters.

b. The City Council finds that _Ad~ditional
Mitigation Measure 1, set forth in page 49 of the DEIR, is
incorporated into this Project by the clustering of dwelling
units of Land Unit B. The City Council further finds that
additional clustering of units is infeasible and less desirable
than the Project itself, and that the benefits of the Project,
as described in the Statement of Overriding Considerations
(Section II, below) outweigh any adverse impacts which might be
mitigated by additional clustering of units within the
Project. The City Council further finds that, except to the
extent that clustering of units is already incorporated into
the Project, the clustering of units as recommended in
Mitigation Measure 1 for visual impacts shall not be a
"Condition of Approval" for the Project.

c. The City Council finds that Mitigation
Measure 2, as set forth in pages 49-50 of the DEIR, will
substantially reduce the impact of the Project upon views of
Pleasanton Ridge.

d. The City Council further finds that
Mitigation Measure 3, as set forth on page 50 of the DEIR and
relating to planting around the soundwall, will substantially
reduce any possible interference with views of the Alviso Adobe
by limiting the number of tall trees planted as part of the
sound barrier.

38
