No Project Alternative, which alternative totally eliminates
the benefits of the Project as set forth above. The City
Council further finds that all the social, economic aad other
considerations set forth herein above warrant approval of the
project notwithstanding this significant unavoidable adverse
impact. In addition, as all of the lands immediately
surrounding the project site are currently being developed, as
stated on page 90 of the DEIR, or consist of interstate
freeway, as stated on page 18 of the DEIR, the City Council
finds that the Project and the subsequent development of the
Project site may reduce existing or potential conflicts between
the present agricultural uses of the property and the uses of
the surrounding developed properties. The City Council further
finds that, through the dedication and development of the
Alviso Adobe Historic Park, this Project and the subsequent
development of the Project site have the potential to provide
for a landmark close to Interstate 680 which'will increase the
identity and visual identification of the City.

Notwithstanding the mitigation measures and other
conditions which are imposed in this Project or which will be
imposed upon development of the Project site, the DEIR
identifies the limitation of the future research potential of
the archeological resources existing on the site and the
disturbance of human burials sites as significant unavoidable
adverse impacts of the Project and subsequent development of

46
