Ms. Michelotti requested that written material be submitted ahead of time. It is very
difficult to read documents while a speaker is making a presentation. With regard to the speaker
card issue, she did not want citizens to feel they could not speak spontaneously on an item for
which they did not submit a card.

Ms. Mohr suggested that applicants shorten their presentations. In response to Mr.
Tarver's suggestion that a person representing a group be given more time, sometimes people
in that group get excited and want to make their comments anyway. She felt it may be
necessary to have a Council committee to work on these issues.

Mr. Tarver indicated that as of now he will set a time limit of five minutes. The other
issues will have to be discussed and worked on by staff. Mr. Tarvet invited members of the
public to give suggestions to Council or staff. He was not sure following the five minute rule
was going to help with shortening meetings or the number of meetings, but staff reports,
applicant presentations, Council discussions, etc. are where most of the time is going, not
necessarily from the audience.

Council then discussed the scheduling of extra meetings and the fact that Ms. Michelotti
had a conflict on the second Tuesday of each month. Other members related their problems with
conflicting meetings. Mr. Tarver suggested rotating extra meetings on the second Monday or
fourth Tuesday of the month.

6.
