Item 4c
RZ-96-0;~. City of Pleasanton
AnpHcation to consider amendments to Chapter 18.116 of the Pleasanton Municipal Code
(Temporary_ Uses) to create provisions to allow outdoor display and/or sale of merchandise
as _part of a special event for a hotel or office building. (SR96:264)

Brian Swift presented the staff report.

Ms. Dennis asked what items would be sold.

Mr. Swift said that typically there are vendors associated with various conferences who
sell related items. For instance, the Hilton hosted a Miata Dealers Convention. The parking
lot was the site for vendors to set up displays of Miata and other related accessories. This
would only be allowed in areas that do not face a public street or in a back parking lot. Events
usually occur on weekends.

Mr. Tarver wanted more flexibility to be allowed and was not in favor of setting
"standards" but rather "guidelines" and letting staff use its discretion for the permits.

Lisa Dial, Executive Director of the Tri-Valley Convention and Visitors Bureau,
explained that it was important for associations to be able to invite vendors to conferences to
help offset convention and conference costs. The Hilton had 375 room nights at the hotel as a
result of the Miata conference and there were approximately 300 people utilizing restaurants,
wineries and other local businesses.

Mr. Pico asked about sales tax from the vendors.

Ms. Dial indicated the vendors usually pay a fee to the association to network with the
attendees and to display and demonstrate their wares and services; not that much is actually sold.

Ms. Acosta indicated it is very difficult to collect the sales tax on these one-time events,
but staff is continuing to pursue the matter.

Lan'y Levin, 3178 Weymouth Court, indicated he has attended various conferences and
trade shows and pointed out that vendors typically use the same signs and displays at various
venues. He felt the permit should deal more with where the displays are set up rather than the
signs themselves.

There being no further testimony, the public hearing was closed.

09/10/96
-9-
