]0

a reduction in the waste stream and an educational program showing __
that reducing and reusing is just as important as recycling.

Mr. Moss indicated that he was not taking an exception to the
$1.17 in relation to the incentive program and that the incentive
should be offered, either by Pleasanton Garbage Service or any
other recycling company. With regard to the accountability of
product, he stated that his computer system in Dublin monitors
every pound of product recycled and the ZIP code it comes from.
This could determine the number of Pleasanton clients and if the
AB 939 mandate is being attained.

Ms. Scribner stated that anything that encourages recycling is
a step in right direction. She inquired how residents would be
informed about the program.

Ms. Acosta replied that Council approved $30,000 for an
educational campaign when it approved the recycling program. She
indicated that the campaign would include a series of efforts to
promote the program.

Mr. Bocian added that Pleasanton Garbage Service is planning
to modify its bills to show that recycling incentives are available
to customers. The company is also changing its minimum weight for
newspapers from 100 pounds to 25 pounds to accommodate the
incentive program. '-

It was moved by Mr. Tarver, and seconded by Ms. Mohr, that
Resolution No. 91-06 be adopted, establishing a residential
recycling incentive program, as set forth in the Staff Report.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Scribner, Tarver and Mayor
Mercer
NOES: None
ABSENT: None
ABSTAIN: None

Item 12b
P~D-~9-17/Oak Tree Farm; Request for Shortened Review Period for
Draft Environmental Impact Report (DEIR)

Mr. Swift presented his report (SR 91:19) regarding the
matter.

Mr. Butler commented that Growth Management deadlines create
an impact on the City's tract map processing system. He stated
that he does not see anything wrong with the request.

- 10 -
1-8-91
