468

Valley Trails are still in the 100-year floodplain.
Mr. Mohr asked if this was done on a lot-by-lot basis.

Mr. Swift said yes.

Ms. Jeanette Child, 7161 Valley Trails Drive, stated that she
was not opposed to Mr. Riley's plans but was concerned about the
soil movements in Valley Trails. She inquired if there were any
problems about building the basement in the area that would affect
the houses across the street.

Mr. Mercer referred the question to staff.

Mr. Elliott indicated that any soil movements in the
properties across the street would be most unlikely.

Ms. Mohr commented that the problem in'the area is not that
the soil slides but that the soil is like a sponge that swells and
contracts, depending on the wetness or dryness of the area.

Mr. Gary Smith, Director of Building Inspection, stated that
he had seen and checked the plans. He explained that the
foundation is also going to be a retaining wall which would keep
the outside walls from coming in on the building. He indicated
that Mr. Riley would be doing more than what is really needed to
hold the building up. He added that building the basement is a
good concept because the foundation needed to be repaired and in
doing so, Mr. Riley would get more living space.

Ms. Child inquired how long the job would take.

Mr. Riley replied that the work would primarily involve the
physical jacking-up of the house by approximately ten feet,
followed by the excavation, which would utilize a small bobcat
rather than a heavy equipment, and finally the reconstruction of
the foundation. He estimated that the entire job would take
anywhere between one and two months, depending on the
subcontractors.

There being no further testimony, Mr. Mercer declared the
public hearing closed.

It was moved by Ms. Mohr, and seconded by Mr. Brandes, that
Resolution No. 90-165 be adopted, approving FDP-90-1, the
application of Gerald Riley for a variance from a requirement in
Section 17.08 of the Municipal Code that all structures in special
flood hazard areas be constructed with the lowest elevation above
the base flood elevation, to allow the construction of a basement

9-4-90

- 14 -
