471

Mr. Shepherd said yes.

Mr. Brandes stated that because he would not be able to attend
the September 18th meeting, he would like to express some of his
concerns regarding the matter. He pointed out that the Council
will be reviewing the low-income housing fees as well as the
Affordable Housing Committee's report. He commented that the
ballot measure appears to be a response to fees that many
communities are considering adding to the affordable housing issues
within the county. He expressed concern that the ballot measure
would automatically preclude Pleasanton citizens from the
opportunity to vote on affordable housing plans such as what the
Affordable Housing Committee has come up with. He added that he
did not want the community to be deprived of that process and that
he wanted a hearing on the measure. He indicated that he would be
extremely opposed to the measure if it would circumvent and take
away the voters' opportunity within the City limits.

Mr. Mercer suggested that Mr. Brandes get together with Mr.
Roush and Mr. Shepherd to discuss the concerns expressed by Mr.
Brandes. He then stated that the item would be continued to the
September 18th City Council Meeting.

8. MATTERS INITIATED BY COUNCILMEMBERS
Item 8a
Fertile Crescent Stud7

Ms. Acosta presented her report (SR 90:359) regarding the
matter.

Ms. Mohr informed the Council that the County Steering
Committee on the Fertile Crescent Study would hold a meeting on
Wednesday, September 5th, at which a decision could be made
regarding the Committee's continued existence, considering the
uncertainty of the outcome of the Alameda County lawsuit on open
space and its effect on the Fertile Crescent Study. She indicated
that one of the reasons for her recommendation to expedite the
Study is the fact that the City's Vineyard Avenue Study has been
held in abeyance, pending the findings of the Fertile Crescent
Study, which may impact the City's planning process on Vineyard
Avenue. She added that the City has received numerous requests for
annexation from property owners along Vineyard Avenue, which
requests have also been deferred. Furthermore, the City should be
able to realize some benefit from its $15,000 investment in the
Study.

Mr. Brandes indicated his support for the completion of the
Fertile Crescent Study.

9-4-90

- 17 -
