REPORTS OF THE CITY MANAGER
Item 12a
Request for Annexation of Approximately 48.4 Acres Located on the
West Side of Foothill Road (Lemoine)

Mr. Walker presented his report (SR 89:472) regarding the
matter.

Ms. Margaret Tracy inquired why this area would be annexed
prior to the completion of the Pleasanton Annexation Feasibility
Study. She stated that the annexation would force speculation of
the land values of the adjacent properties, making public parkland
acquisitions more expensive and difficult. This would work
against the public interest in trying to protect Pleasanton Ridge
for public purposes. She requested Council to delay the
annexation of the upper part of the property.

Mr. Brandes stated that the property is mostly steep and
hilly and would not interfere with the Annexation Feasibility
Study.

-15-
11-7-89
