413
Councilmember Brandes stated he is strongly opposed to this concept. He
stated that several years ago the City had a labor negotiator andit was very
unsatisfactory. He felt the City Manager and Personnel Director are doing a
good job and that labor negotiation relations are much more satisfactory than
in the past and he did not want to see the situation deteriorate. He stated
Council sets the policy, and the City Manager carries out that direction with
the labor unions. He felt this method is the most appropriate way to continue
the smooth negotiations desired by all concerned. He stated he did not know
if the employee associations are aware this matter is being discussed and con-
sidered by Council and he felt the three employee unions should be allowed the
opportunity to comment on the issue. He concluded by stating he totally disa-
grees with this concept.

Mayor Mercer stated-the City has grown and changed over the last ten years
and that the number of city employees has increased. He stated the City Manager will re-
main involved in labor negotiations but not have to.do the detail work. He
stated he feels this is money well spent and frees the City Manager to carry
on the day to day matters.

Councilmember Butler stated that if Council takes this step they are not
removing any authority from the City Manager and Council; they are still in
control.
