It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that
Resolution No. 83-517, denying the appeal of C & H Development Company of a condition
of a signing program for property located at 915 and 925 Main Street, be adopted.
The roll call vote was as follows:
AYES: CouncilmemjDers Brandes, Mercer, Mohr, Wood, and Mayor Butler
NOES: None
ABSENT: None

Application of Morrison Homes for PUD (Planned Unit Development) development plan
~pproval for a 204 unit medium d~nsity residential development project proposed to
be constructed at the northeast corner of SantaRitaRoad and Valley Avenue. Zon-
ing for the property is PUD (Planned Unit Development)-Mediu~ Density Residential
District (Condt. from 10-11-83)
(Mitigated Negative Declaration approved 10-11-83)

Consider Long Term Agreement with Morrison Homes
Mayor Butler stated the above two items would be considered at one time, and he
declared the continued public hearing open on the PUD application of Morrison Homes.

Mr. Barney Knox, representing Morrison Homes, stated that since the last meeting
he had met with staff in an attempt to solve the concerns expressed by Councilmember
Wood. He stated he concurred with staff recommendations on the Long Term Agreement
and also asked approval of the PUD application.

The following persons spoke in opposition to this matter.

Mr. Steve Hughes, 587 Touriga Court, stated he was opposed to the 25 foot wide
substandard streets in this development. Council advised that these are private
streets and will be maintained by the homeowners association. Mr. Hughes expressed
concern regarding lack of parking and no sidewalks.

Ms. Connie Ghysels, 1875 Foxswallow Circle, expressed concern regarding the
height of the soundwall. Mayor Butler advised the soundwall would be 8 feet high,
built to the same standards as other soundwalls in the City.

Ms. Mary Lee, 2054 Raven Road, presented a petition with 130 signatures, which
read as follows:

"We, the undersigned residents of Pleasanton Valley area of Pleasanton, California,
have back yards bordering Valley Avenue. We are petitioning the City Council for
a sound barrier wall on both sides of Valley Avenue from Santa Rita Road to Hop-
yard Road for the following reasons:

1. Excessive traffic noise. Valley Avenue has, in the last sixteen years,
changed from a two lane city street to a four lane arterial bus route,
service and hauling truck route, fire truck, police and ambulance route,
with all the accompanying sirens.

2. Vandalism to fences, pools and yards, from school children, excessive
speeders and people awaiting A. C. Transit buses.

3. Increased traffic, due to newly constructed apartment-condo complex behin~
Amador Shopping Center, and a proposed new shopping and industrial area
east of Santa Rita Road and Valley Avenue. The proposed extension of Valley
Avenue to Berna! Avenue and hence to the freeway will further increase
truck and auto traffic.

7. 11/22/83
