Mr. Roger McLain, representing the Planning Commission, addressed the City Council
regarding the proposed expansion of the Livemore Airport and its affect upon Pleasan-
ton. He urged the Council to take a position on this matter and conununicate it to the
City of Livermore as soon as possible.

Planning Commissioners Bud Carrigan and Walt Wood also voiced their deep concern
for the expanded airport.

The City Council requested additional information and review of the proposed Air-
port expansion plans.

It was moved by Councilman Reid, and seconded by Councilman Mori, that the staff
be authorized to write a letter to the City of Livermore requesting that no major
expansion plans or capital improvements be consummated pending Council discussions
and understanding of the specific plans for the future of the Airport~
The roll call vote was as follows:
AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson
NOES: None
ABSENT: None

A study session regarding this matter was scheduled for 7:00 P~M~, on September
24, 1973.

REPORTS OF THE CITY MANAGER (Contd.)
Report~ Re: Review and Reco~ideration of the city's Restricted Growt.~ Policy
Mr. Bud Lake, representing Morrison Homes, stated he was in agreement with the
restricted growth policy as far as orderly growth is concerned but took exception to
the following points: (1) The numbers cannot be reconciled on Planned Developments
tributary to Sunol; (2) Suggests a more flexible direction be given to the Planning
Commission and staff regarding controlled growth on a quarterly and annual basis;
(3) That the Planning Commission and City does not refrain from extending residential
tentative maps where feasible, and (4) Assure members of the City Council that Morri-
son Homes is very much committed and will work closely with the City in support of
V.C.S.D~ Sewage Treatment Plant expansiono

Mr. Edgar presented the staff report regarding this matter stating that the
original policy on Restricted Growth expired on July 1, 1973. He presented the
following conclusions and recommendations:

lo It is concluded that given the current status of the two Sewage Treatment Plants
(Sunol and V.C.S.D.), municipal sewage treatment capacity, even to a small de-
gree, will not become available for some time due to delays which have occurred,
the required approvals of Regional, State, and Federal agencies, and more im-
portantly the construction lead time that is required to actually build a
facility.

2~ Notwithstanding conclusion No. 1, it is concluded that if the sewage treatment
capacity which is anticipated came on stream immediately, the current out-
standing commitments and obligations would be great and would approximate 1253
units in the Sunol area and 5816 units in the V.C.S.D. area including existing
outstanding permits, final maps, multiple units with design approval, tenta-
tive maps, planned zoned multiple units, zoned properties, and commercial and
industrial commitments.

3~ Since one of the conditions of the State Grant for the third phase expansion
of the V~C.S.D. Plant is to phase out the Sunol Plant completely, it is con-
cluded that the projected sewage flow from both the Sunol and V~C.S.C~ area
within the City, resulting from City commitments and obligations, would com-
pletely outstrip the District's ability to accommodate the flow even within
the third phase expansion.

4o Finally, it is concluded that since the City cannot reasonably expect to
accommodate its existing commitments or obligations within a reasonable
amount of time with sewage treatment capacity, an extension of the City's
previously adopted restricted growth policy is in order.

8. 9/12/73
