Mr. Roush indicated that is an issue that has been discussed with the new owners.
He has asked them to reconsider the ratroactive increases prior to January 2000. The
prior owner had indicated that the rents would be raised when a unit was sold, and that
did not happen, which is why the new owner of the park felt it should be allowed to do
that.

Liz Howard, 3231 Vineyard Avenue//57, indicated she had spoken with
Roush on Jtme 28 and leamed the Pleasanton Mobilehome Committee was not organized
at that time. She would have liked to have brought the Hacienda Mobilehome Park
problems before that Committee, which is why the issues were brought to the City
Council. She referred to a meeting the new owners had with members of the
Homeowners Association, however those members did not represent a consensus of the
homeowners. The tenants did not ask the board to speak on behalf of the residents and
did not present any information to the homeowners after the meetings with the owner.
The residents did not agree to a $30 rent increase and $60 is totally unacceptable. She
did not think the owner's justification was consistent with the City agreement. The
residents concur with the staff report. This was her first experience dealing with a
goveming body and it has been IFatifying to learn that Pleasanton has leaders who will
listen and do the right thing tbr a small group of senior residents. She thanked Council
for its time and for the time of the City staff,

Mayor 'Farver inquired about the status of the Pleasanton Mobilehome
Committee.

Mr. Roush explained the Committee is comprised of five members: Two from the
tenants group, two members li'om the park owners group and those four would select a
fifth neutral member. The difficulty has been that there are new owners for the two
larger parks (Hacienda and Vineyard Villa) and the ranant representatives have resiglaed.
Secondly, he believed the issues could be resolved at a staff level without convening the
Committee. The issues seemed to be interpretation of the agreement and he felt that was
within the City's purvicw, not the Connnittee's. Staffis now in the process ofgetting
interest cards from tenants in the two larger parks and an election will be conducted to
select the Committee members. He will contact the new owners of the parks so they can
appoint two members to the Committee. If there are still unresolved issues, the
Committee can be convened to appoint the fifth member and issues can be presented to
the Committee.

Ms. Acosta indicated that for the last year consideration has been given to
transferring the responsibility for the Committee and mobilehome park issues to thc
Housing Division and Housing Commission. That had not been done because of these
pending issues. Most issues that arise are tenant/landlord issues and not strictly legal
issues.

Ms. Dennis indicated Ms. Howard had done a lot of research and wanted to make
certain staff would review the figures with her and the park owner to resolve the issues.

Pleasanton City Council 6 09/19/00
Minutes
