felt a two lane road to the development was better to allow Standard Pacific to proceed with its
development, and wait for further decisions until the study is complete.

Bob Cordtz, 262 W. Angela Street, referred to a remark that Livermore was satisfied with
the plan and asked who in Livermore does Pleasanton have to satisfy: Council, staff, or
whatever?

Mr. Swift said staff has been working with the Livermore Planning Department, Public
Works and traffic engineers in the discussion. The northern alignment coincides with their
planning documents and right of way acquisitions.

Mayor Pico indicated that the Livermore/Pleasanton Liaison Committee has been
discussing this issue and the Livermore representatives have expressed strong concern that
Pleasanton continue with the connection of Jack London to Stoneridge.

David Harris, 1243 OrloffDrive, supported the northern alignment. He felt the real
decision of Council was whether to accept the option on the property from Standard Pacific. In
the seven years he has lived in Pleasanton, he has resided on both sides of the town. Since the
development of Ruby Hill, he has been waiting for an east/west connection to link that area. He
said there is a major traffic problem on Santa Rita Road and at Valley Avenue. If Stoneridge is
not extended and the General Plan completed, there will be even more impact on Valley Avenue.
It will have to be expanded and another left turn lane added. He asked if fees are being collected
for the extension of Stoneridge.

Mr. Swirl said the Stoneridge Drive Specific Plan funding mechanism would provide for
the furore extension, if that is decided.

Mr. Harris said since fees are being collected, then Council should just proceed with the
extension and don't put it to a vote of the people. Take the responsibility the citizens have given
you.

Judy Symcox, 1450 Groth Circle, strongly supported extending Stoneridge Drive to the
east to E1 Charro. Pleasanton has one of the finest west coast job centers yet it is still in the Dark
Ages as far as traffic circulation. She favored the northerly alignment or whatever is the simplest
way to get the road through. She felt the road should have been constructed long ago. Her main
concern was that Stoneridge connect to E1 Charro and she did not care if there is a connection to
the freeway. In Pleasanton, Councilmembers are not elected by districts. She believed the
Council should serve the whole city and decide what is best for the entire community.
Completing the General Plan is in the best interest of the community. Valley Avenue is at its
peak and it is considerably narrower than Stoneridge Drive.

There being no further speakers, the public hearing was closed.

It was moved by Mr. Campbell, seconded by Ms. Ayala, to leave the Specific Plan
alignment unchanged across the Standard Pacific site (northerly route option) and direct
staff to continue working to complete the East Pleasanton Circulation Study.

Pleasanton City Council 16 11/06/01
Minutes
