The data shown in the tabulation above indicates the number
of metered connections increased over 24% during the period
1984 through 1987. Over the same period, the number of
commercial user connections (meter-size of 1.5 inches or more)
increased nearly 55%. The tabulation below shows the increase
in metered connections of 1.5 inches or more between 1984 and
1987:

Number'of Connections

Meter Size - Inches 1984 1987
1.5 333 505
2 129 204
3 77 132
4 3 15
6 -- 2
542 858

The City's Water Master Plan, November 1985 prepared by
Camp Dresser & McKee Inc. (the "Water Master Plan"), studied
peak monthly water consumption data in 1982 and 1984. This
study concluded that increased water use could not be
attributed solely to the increase in the number of connections
to the Enterprise. The rate of water use increase exceeded the
rate of new water connections for all categories of users,
especially commercial users. During the period 1982 through
1984, the number of commercial services increased 42% from 500
to 710~ however peak monthly water use of commercial users
increased 120% from 81.4 million gallons to 179.3 million
gallons.

Water Supply

Water supply needs of the Enterprise are met from two
primary sources. Currently, about 70% of the Enterprise's
water supply is furnished by Zone 7 of the Alameda County Flood
Control and Water Conservation District ("Zone 7"). The
remaining 30% of the Enterprise's water supply is furnished
from three City-owned wells. Under its contract with Zone 7,
the City is allowed to provide from its local groundwater
sources a maximum of 3,500 acre-feet of water per annum, or an
average of 3-.1 million gallons per day ("mgd").

Zone 7, formed in 1957 by voter approval, encompasses an
area of 425 square miles in southeastern Alameda County.
Zone 7's water supply, water resources managemenu and flood
control activities are concentrated within the Livermore-Amador
Valley in the Cities of Pleasanton, Livermore, Dublin and
adjacent unincorporated areas. Zone 7 derives its water supply
from three sources: the State of California (the "State")

14
