If the fire occurs within the Ridgelands, City will also notify the
California Department of Forestry and Fire Protection (CDF) of the
emergency. In such cases, when a fire originates in the Local
Responsibility Area (LRA) in which City has primary jurisdiction, the
Memorandum of Understanding (MOU) between CDF and City takes
effect. This MOU establishes "Mutual Threat Zones" and Mutual Aid
responsibilities.
b. If City receives the initial report of a serious medical emergency within
Shadow Cliffs, its dispatch center will immediately dispatch appropriate
emergency units and notify the District dispatch center of the
emergency. City will determine if District units will be required to
respond. If a medical emergency occurs within the Ridgelands, but
beyond the City limits of Pleasanton, City dispatch will immediately
notify District dispatch center of the emergency. District dispatch will
provide emergency response in accordance with its normal fire medical
response priorities. If a medical emergency occurs in the Ridgelands but
within the City limits, City dispatch will immediately respond
appropriate units and notify District dispatch of the incident. District
will determine its ability to respond units to assist with the emergency,
if requested to do so by City.
3. PE IAL EV=~; Occasionally District is requested to provide Aid
Stations for special events planned at either of the two parks. Normally,
District is able to allocate sufficient resources to provide requested Aid
Stations, but may at times request City to assist with the event.
4. PATR~ ~ AND RESP~ ~ ARE INCIDENTS
During extreme fire danger situations District shall~p~atrolR tIDhe Rid eDlands
including the LRA within and adjacent to its park boundaries. The District
Fire Chief may close the Ridgelands to public use in accordance with
District policy. Any fire/medical emergency observed by the patrolling
unit will be immediately reported to the appropriate dispatch center. The
District shall conduct helicopter patrol checks of the City's jurisdiction
adjacent to the District's parklands on the Ridgelands. Although these
patrols are generally police in nature, the helicopter will provide an
immediate observation platform for fire related emergencies. Further, at
the request of City, District helicopters will assist in providing City prompt
access to the Ridgelands or respond to emergencies when City response
will be delayed, consistent with other District operational priorities.
3
