property owners' association to manage the 33-foot-wide landscaped <br />greenbelt contemplated by Condition 23 of said Development Plan <br />approval and in Section VIII 8.2 names the City of Pleasanton as <br />beneficiary of the Restrictions, with the power to enforce its <br />provisions if the association fails to do so.
