PUD-32, Daniel and Belinda Sarich
Work session to review and provide comments on an application for Planned Unit
Development (PUD) development plan application to construct an approximately
14,510-square-foot single-family residence and an approximately 130-square-foot
poolhouse on the approximately 20-acre site located at 5 Tuscany Place (formerly
1630 Vineyard Avenue) in the Vineyard Avenue Corridor Specific Plan Area. Zoning for
the property is PUD-LDR/HR/OS (Planned Unit Development -Low Density
ResidentiaUHillside ResidentiaVOpen Space) District.
Commissioner Roberts advised that she would recuse herself from this item due to a conflict of
interest because her residence is in close proximity to the project site.
Commissioner Blank disclosed that he had visited the site with the applicant.
Chairperson Maas disclosed that she had visited the neighboring property with Dr. Ford Roberts.
Commissioner Pearce disclosed that she had visited the site.
Commissioner Fox disclosed that she had visited the site with Peter MacDonald and Tom Pico
earlier in the day.
Ms. Decker presented the staff report and described the history, scope, and layout of the
proposed project. The applicant recently amended the site plan, which provided staff an
opportunity to revisit some comments made in the initial staff report. She noted that six
low-density residential sites could be developed at the most northerly portion of the project site.
The existing home may be kept with another new residential site in this location. She added that
this was a very conceptual plan and pointed out the various features of the proposed site. Some
grading will be required to create the flat pad, and the Planning Department requested direction
regarding that issue. The applicants have indicated that cut material from the grading would be
utilized in filling other areas on the site. One of their main objectives was to use any fill material
to terrace or step or create actual vineyards along the frontage in preparation for future
development.
Staff noted that the two-story residence was well articulated. Staff was very interested in the
visual impact of sites and noted that the applicant had provided sections depicting the line of site
from Vineyard Avenue to the proposed residence. She presented the applicants' representatives
who would present the details of the architecture.
THE PUBLIC HEARING WAS OPENED.
Peter MacDonald, representing the applications, noted that Dan and Belinda Sarich bought this
property in 2000 and have been working continuously since then to get this project to this point.
He noted that Tom Pico would address the key issue of the site location. He added that the
architect, John McGinnis, was a very highly regarded architect who was accustomed to Planning
Commission workshops; he would listen very carefully to the Commission's directions.
EXCERPTS: PLANNING COMMISSION MEETING MINUTES, September 28, 2005 Page 1 of 6
