for Hillside Residential District should be medium-to-dark earth tone building colors, and she
believed the design should be changed to incorporate those colors. She believed the roof form
should be broken rather than using a flat roof and that the materials should be darker. She
believed the natural copper proposed for the roof can be reflective and that the reddish clay
roofing material should be much darker.
Commissioner Blank agreed that it was important to have clarity regarding the location of the
circle/dot with respect to the property line.
Chairperson Maas believed this was aflat-land house, not a hilltop house, and that it did not fit
with the topography.
Commissioner Blank stated that the house should be in compliance with the Specific Plan. He
was concerned about the apparent lack of accurate visual representation of the house, which was
a deal-breaker for him. He did not want to see any of the heritage trees removed. He also
wondered about how long there would be vineyards on the lower property along Old Vineyard
Avenue before additional homes would be built.
Commissioner Pearce appreciated the work that the Sariches have done with the Planning
Department and had concerns that the topography was being made to conform to the house, not
the other way around.
Commissioner Blank questioned whether a binder containing all the staff reports regarding this
project from the beginning could be provided. The Commission discussed his request and
determined that it was not necessary for them to have all the staff reports and historical
documents. Whatever information the Commissioners needed would be available in the
Planning Department's records.
Mr. McInnes noted that he would be happy to adjust the building height to conform to City
requirements, and asked whether a 27%z-foot, two-story building would be acceptable.
Chairperson Maas noted that the height was not as much of an issue for her as the siting on the
hilltop. She was opposed to the hilltop siting as it was designed.
Given the Vineyard Avenue Specific Plan, the lot sizes on 40,000 square feet, and the dots on the
plan, Commissioner Fox did not have an issue with an additional house on the hill but had
concerns about a house high on the ridgeline. She believed that a Specific Plan amendment
would open a Pandora's box for other homes. She would like more details regarding how the
building height was calculated according to the Municipal Code.
There was some discussion about whether a basic 3-D model would help the Planning
Commission visualize the project when it is brought back.
Ms. Decker indicated that she had sufficient direction from the Planning Commission and that
staff would work with the applicant to find appropriate solutions for the structure and the siting.
No action was taken.
EXCERPTS: PLANNING COMMISSION MEETING MINUTES, September 28, 2005 Page 6 of 6
