I. SUMMARY
The proposed Sarich residence is not supported by staff in the form that is being presented to the
Planning Commission. The proposal does not appear to meet the goals, policies, intent, or
implementation of the Vineyard Avenue Comdor Specific Plan (VACSP). The applicants have
presented much the same design since the preliminary review process was begun in 2002.
Should the Planning Commission provide direction to both the applicants and planning staff that
the proposal can be supported, it would require a Specific Plan Amendment that would not be
site specific, but rather be the direction from this point forward for all proposals. This project
represents the opportunity for the Commission to reevaluate the VACSP to provide more
flexibility in future project proposals as to the issues of:
Location of structures
Architecture/Design
• Building materials and colors
Loss of oak woodland
Tree preservation
Grading/Drainage
Loss of ridge top by over excavation
Landscaping
• Screening of structures
The appropriate environmental document would be required per the California Environmental
Quality Act (CEQA) to study these impacts not looked at in the previous documents.
II. BACKGROUND
On June 1, 1999, the City Council approved a Specific Plan and Planned Unit Development
(PUD) prezoning/rezoning for the 384-acre area commonly referred to as Vineyard Avenue
Corridor located in southeast Pleasanton.
The Sarich property is Lot 27 in the Vineyard Avenue Corridor Specific Plan Area. The subject
site has three land use designations: 1) Low Density Residential (LDR), 2) Hillside Residential
(HR), and 3) Open Space (OS) (please see Attachment #4). The LDR area is shown on
approximately four acres in the northeastern portion of the site fronting Old Vineyard Avenue.
The HR area is an approximately one-acre area located near the southeast corner of the property.
The OS area is the remainder of the site characterized by an existing oak woodland. A total of
eight residential units are approved for Lot 27: one existing and one new dwelling in the HR
area and six new dwellings in the LDR area.
PUD-32 Page - 2 - June 8, 2005
