It does not appear that earthmoving and site grading have been minimized on the site.
15. Environmental Objective 2 (p. 86) -Permanently preserve significant woodland, riparian
habitat areas, wetlands, and wildlife corridors.
See item #3 above for staff's comments regarding the preservation of the existing oak woodland.
16. Environmental Objective 3 (p. 86) -Preserve and protect existing heritage trees, wherever
possible.
Approximately 16 heritage-sized trees would be removed. It appears that fewer trees would
need to be removed if the proposed residence and accessory structures were located downslope
and within the flat bench created for the existing residence, guest house, and garage.
17. Heritage Trees Item No. 1 (p. 88) -Existing trees exceeding six inches in trunk diameter as
measured four feet above ground level shall be preserved whenever possible. (Exceptions
for orchard trees and other non-heritage trees which do not line Vineyard Avenue and are
located in Vineyard districts shall be subject to approval on a case-by-case basis by the
Planning Commission).
Approximately 62 trees exceeding six inches in trunk diameter would be removed. It appears
that fewer trees would need to be removed if the proposed residence and accessory structures
were located downslope and within the flat bench created for the existing residence, guest
house, and garage.
Discussion Points for the Site and Grading~Plans
The Specific Plan indicates (p. 23) that the land use standards are to be applied without variance.
The site development standards (lot size and dimensions, building setbacks, building height, and
accessory structures) shall be applied through the City's PUD development plan approval
process and may vary for unusual site conditions as long as any new standards are consistent
with the intent of the Specific Plan.
The design guidelines are intended to assist developers and homeowners in the preparation of
plans for new construction in a manner that is consistent with the unique character of the
Vineyard Corridor. These will also be used by the City in its review of project plans for
consistency with the Specific Plan.
Are the locations of the residence and accessory structures acceptable?
-Should the home and accessory structures be located downslope and closer to the
existing residence as generally depicted on the land use plan?
PUD-32 Page - 8 - June 8, 2005
