Page 34, Section IV.C.l.c.31b)(41: "Medium to dark earthtone building colors shall
be used to complement the surrounding natural setting. Darker colors will generally
be less conspicuous when viewed from a distance. White, tan, light gray, blue, and
yellow are inappropriate building base colors."
Page 34 Section IV.C.lc.31c~(11: "Views of hillside homes from off-site areas
which cannot be screened by way of location and architectural design should be
substantially screened by use of evergreen tree planting."
In addition to the above existing design guidelines, staff is recommending that the
following provision be added to the Specific Plan:
"A visual analysis shall be conducted prior to development plan approval of
all homes in areas situated above elevation 475 feet. All practical efforts
shall be made to completely screen the view of such improvements from
off-site areas."
Off-Site Vineyard Avenue Traffic Noise Mitigation
In order to mitigate the impact of traffic noise generated by buildout of Plan Area
development, staff is recommending that the Draft Specific Plan be modified to require the
existing speed limit for traffic on Vineyard Avenue between Bernal Avenue and
Montevino Drive be reduced from 40 miles per hour (mph) to 30 mph. According to a
recent noise analysis conducted by the City's consulting acoustical engineer, this would
more than reduce noise to pre-project condition levels.
At the March 23 meeting, members of the Commission requested that the anticipated
reduction in noise be tested following the speed limit reduction to determine if the desired
results have occurred and, if not, that additional means of mitigation be pursued. In
response to this request, staff is recommending that the following wording be added to the
Specific Plan:
"The existing speed limit on Vineyard Avenue between Bernal Avenue and
Montevino Drive shall be reduced from 40 miles per hour to 35 miles per
hour in order to reduce traffic noise levels. If this measure does not reduce
noise to at least the Apri11999 pre-project condition, then additional
measures shall be pursued in an effort to supplement this measure and
achieve the pre-project noise level conditions."
SP-97-02/RZ-99-02 Planning Commission
Page 17
