DES:Sh 2/3/86 <br /> DES:sh 2/20/86R <br /> <br />reflecting actual use shall be given such weight in determining <br />Operation and Maintenance Costs as the Participating Members <br />shall agree. Except when based on estimated flows or other <br />pollutant loadings prior to the first full year of operation of a <br />Facility or Facilities, such flow shall be determined from the <br />total recorded flows and measured loadings obtained from the <br />twelve (12) months prior to March 1 preceding the adoption of the <br />General Budget for an ensuing fiscal year. In the event <br />incomplete or inaccurate records are kept by a Member or Members, <br />the Board shall appoint an Advisory Committee to review the data <br /> <br />and determine the appropriate total annual flow or other <br />pollutant loadings. <br /> <br />Each Party shall be responsible for the professional installation <br />and ongoing professional maintenance of measuring devices and the <br />performance of tests or other collection of data to indicate the <br />amount of wastewater flow or other pollutant loadings generated <br />by a Member. Accurate records pertaining to the measuring <br />devices, tests, or other collection of data shall be maintained <br />by the Party responsible therefore, and such records shall be <br />subject to reasonable inspection by any Party to this Agreement. <br /> <br />Section 2: Capital Expenditures Budget <br /> <br />Each Party's share of funds required to finance the expenditures <br />to construct a Facility or Facilities for a Project or Projects <br />shall be based upon its anticipated required Capacity Rights over <br />the life of the Facility or Facilities.
