NEGATIVE DECLARATION: PLEASANTON/DUBLIN TRANSIT STUDY
Alameda County, California

The attached Initial Study documents the assessment of environmental
impa~ts which can be anticipated from implementation of the local bus
services proposed in the Pleasanton/Dublin Transit Study.

No significant negative primary or secondary impacts are indicated. The
low frequencies of bus service contemplated at this stage of transit
system development are not expected either to increase congestion or
result in difficult traffic movements. The pollutant emissions which
would be created by the bus service are almost wholly offset by the
anticipated reduction in private vehicle miles of travel. The bus
alternatives will consume more energy during initial operations than
continued private vehicle use for the diverted trips, however. Although
the route alignments and service characteristics have been designed to
mitigate these effects, individualresidents may object to noise, vib-
ration, odor or the appearance of buses on residential streets. Predicted
effects are well within acceptability standards for residential and
other sensitive land uses, nonetheless. Efforts to identify and utilize
quiet, fuel-efficient and attractive bus vehicles will help further to
mitigate these impacts. Appropriate bus treatments and marketing concep~
can be developed to enhance the image and acceptability of the service.
