MORRISON I FOERSTER
Mayor Jennifer Hosterman and Members of the Pleasanton City Council
August 13, 2008
Page Five
2.1 million sq.ft. City Center commercial, civic, hotel and residential mixed use project at
that nearby business park.
The Bishop Ranch Business Park is not subject to a separate Specific Plan. San Ramon did
not require the creation of a new Specific Plan document, but rather added extensive design
mitigations and conditions to the existing Planned Development plan to implement its
clustered, mixed use design vision.
For a substantially developed business park, a PUD Modification is less likely to create a
new oppommity for third party challenges and delays, including new referendum risks. The
additional risks from an entirely new Specific Plan could provide disincentives for major
employers evaluating relocations to Pleasanton, existing employers seeking to expand, or
infill applicants assessing whether to proceed with projects near the BART station.
In sum, we believe that Hacienda cannot risk losing its competitive advantages by requiring
an ill suited and cumbersome Specific Plan process at this critical time. Hacienda needs to
update its successfiil PUD planning, not start over with an entirely new planning document.
We thank you in advance for considering our views at your upcoming workshop.
Very truly yours,
~~
David A.
