EXHIBIT 2-A
TASK ORDER NO. 2
SCOPE OF SERVICES

BACKGROUND

Task Order No. 1 was based on the presumption that an Envi-
ronmental Assessment (EA) leading to a Finding of No Signifi-
cant Impact (FONSI) would be the appropriate mechanism for
environmental certification for the project. Further, sig-
nificant environmental impacts (biotic, cultural, etc.) were
not anticipated based on information available at the devel-
opment of the Scope of Services for Task Order No.

Task Order No. 2 is intended to authorize additional environ-
mental services beyond those included in Task Order No. 1,
should they prove to be necessary during the course of the
environmental assessment work.

The exact scope of additional services will be determined at
the appropriate time (approximately 6 months into the proj-
ect). This Task Order is provided now to permit the City to
consider the potential ramification of the entire project
report/environmental document work for the NPID - Freeway
Improvements Project.

SCOPE OF SERVICES

The additional environmental services covered by Task Order
No. 2 would fall into one of two scenarios as described be-
low:

o Environmental Assessment is acceptable with addi-
tional work to assess unforeseen impacts or to
develop additional mitigation measures.

o Environmental Impact Statement (EIS) is required
with additional environmental work and reviews in
conformance with mandated EIS processing require-
ments.

Specific tasks will be included in the final version of Task
Order No. 2 to clearly define the scope of services if and
when additional services are determined to be required.

SFP64/016
