,~ ~ ~:
Section V: A major element of the affirmative action plan, this
section, based upon the 1970 Federal Census, analyzes each major job
classification to determine the degree to which minorities and females
are currently being utilized in the existing city work force given
their occupational availability in the primary and secondary labor
markets from which the city recruits personnel. The end result
of this analysis is to determine within each job classification
where utilization deficiencies exist and the number of minorities,
females and where appropriate, males that need be hired in order to
eliminate said utilization deficiencies.
Section VI: Contained in this section of the affirmative action
plan are the specific affirmative action goals of the city of
which there are two.
1. Within the next five years to make a good faith effort to
increase the number of minorities and females within each major job
classification so as to reflect their occupational availability
within the labor market.
2. To increase the number of minority and female applicants for
each job classification to reflect their occupational availability
within the labor market.
With respect to the first goal, the affirmative action plan sets
specific five year hiring goals for each job classification based
upon the hiring opportunities which will exist through both turn-
over and classification expansion, the latter by means of adding
new positions within each job classification.
Section VII:.-This final section, in accordance with federal regu-
lations,.sets forth the primary procedures through which the city's
affirmative action program is to be implemented and administered.
Summary and Recommendations
Within the continued overall goal of insuring employment and re-
tention of highly qualified personnel, the attached affirmative
action plan will serve as the city's major policy document in the
pursuit of equal opportunity in employment. We therefore, recom-
mend the City Council ,adopt by resolution, the attached affirmative
action plan.
-2-
