PCUP-143, United Youth Enrichment School
Appltcatron for a conditional use permit to operate an after-school tutoring program for
elementary school students within the Pleasanton Community Church education building
located at 4455 Stoneridge Drive. Zoning for the property is PUD-I (Planned Unit
Development -Industrial) District.
Ms. Decker summarized the staff report and described the background and scope of this
application. Staff believed the inclusion of anafter-school program was a significant
modification to the approved use permit and that a sepazate conditional use permit would be
required. She noted that the proposed after-school program would have a maximum daily
enrollment of25 schoolchildren and four teaching staff; no weekends or full-time summer camp
is proposed. The tutoring program will comply with the 16-hour per week rule as required by the
State to maintain a licensing exemption. The proposed program would be become part of the
Church's operation and, therefore, part of the approved PUD development plan for the Church.
S taff noted that there had been no land use problems associated with the Church during its
17 years of operation at this site. All activities would be held inside the building, and staff
believed the limited enrollment and hours of operation would not produce any significant
impacts to the surrounding businesses. The tutoring program would not include any noisy or
outdoor activities, and the pazents and children would enter the building from the southern
entrance, away from the other buildings in the office center.
Staff has included a standazd condition of approval that allows the City to review the project to
add mitigating conditions if there any future complaints about noise should azise. These
mitigations could include the addition of soundproofing or the reduction of the number of
students allowed in the program. Staff noted that the site has adequate parking as required, and
because the existing daycare program picks up children from the schools, no additional pazking
spaces would be required by the pazents until pick-up time. Staff believes that the proposed
program would not impact on-site circulation and that the pazents would be instructed to use the
driveway off of 12heem Drive to remain clear of the existing traffic from the office uses.
Staffnoted that the Pleasanton Community Church had been a good neighbor to the surrounding
businesses and homes for the past 17 yeazs and that the after-school program could be
accommodated without creating any adverse impacts on the surrounding uses. Staff believed
that the three required findings for the conditional use permit could be made and recommended
approval of this application.
THE PUBLIC HEARING WAS OPENED.
Meiling Zhou, applicant, 4358 Bolina Drive, Union City, noted she would be available to answer
any questions.
THE PUBLIC HEARING WAS CLOSED
EXCERPTS: PLANNING COMMISSION MEETING MINUTES, September 14, 2005 Page I of 2
