exercises jurisdiction in such manner as to expand rather than limit municipal <br />regulatory authority, Grantor may, if it so elects, adopt rules and regulations in <br />these areas, to the extent permitted in the then applicable law. If such <br />preemption has a material impact upon the terms of this Agreement, Grantor and <br />Grantee agree to negotiate in good faith to attempt to restore the mutual <br />considerations provided in this Agreement. <br />2.10 Other Franchises <br />Upon the initial award or renewal of any Cable System Franchise <br />approved by Grantor pursuant to the provisions of Ordinance No. 1829 to other <br />grantees, Grantor shall grant such initial awards or renewals under terms and <br />conditions which, when taken in their entirety (i.e., not on an item by item basis), <br />are competitively neutral and non-discriminatory. <br />12 <br />
