under the system. There have always been far more housing units
proposed than allocated under the program. However, since it was
just instituted in 1978, units constructed have not equaled
approvals granted under the program. The time involved in the
growth control process has escalated housing costs. Idle time
in the housing market always means higher costs, especially with
constantly rising financing and construction costs. Finally, the
program encourages monitary contributions to a housing fund
and a public works fund. The contributions total $925.00 per unit
and are more than likely passed on to the buyer by the developer.
Recognizing these added costs, the City Council has exempted
certain subsidized housing projects and small apartment develop-
ments from the program in order to keep their costs low. Addi-
tionally, monies from the housing fund are to be used to help
subsidize worthy lower income housing projects.

Zoning Authority: Zoning is the process local governments under-
take to regulate land use on real property. The types of zoning
districts generally include: agricultural, residential (single-
family/multi-family), commercial, office, industrial, and public.

Zoning can limit the supply of housing since it restricts the
amount of land available for residential use. Sometimes a devel-
oper may not be able to build on a seemingly attractive lot
because it is not appropriately zoned, and he must either look
for another site or apply to rezone the property. The time
involved in this process adds to the cost of the housing.

-99-
