AS evidenced by an exceedingly low vacancy rate for rental housing
there appears to be a definite need for this type of residence.
Currently a downturn in the American building industry has made
this a nation~wide problem. The policies section of this document
offers a means which can be employed by the community in attempt-
ing to encourage rental housing construction.

There is an apparent need for housing for lower income families.
In 1970 some 13% of Pleasanton households earned less than $8,000
per year. Figures for 1979 indicate that 17% of Pleasanton house-
holds earned less than $16,650, a level representing 80% of Bay
Area's 1979 median household income. Many of these families and
individuals are paying more than 25% or even 35% of their gross
monthly incomes for housing. There is evidence of a need for
housing assistance for this segment of the population.

Through the implementation of a multi-faceted, flexible housing
program as outlined in Section II, the City of Pleasanton may be
able to achieve the difficult housing goals that have been
established. Some progress has already been made in meeting
these goals. The primary housing tool of the City, the growth
management program, has been in effect for nearly four years.

It is felt that the future will provide the opportunities to meet
the community's housing needs.

-104-
