RESOLUTION NO. 2025-038
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO
APPROVE THE ALLOCATION OF FEDERAL AND CITY FUNDS FOR THE HOUSING
AND HUMAN SERVICES GRANT (HHSG) PROGRAM FOR FISCAL YEAR 2025/26
WHEREAS, the City has established a Housing and Human Services Grant (HHSG)
program that is funded through multiple federal and local sources and is intended to primarily
benefit Pleasanton's low-income population by providing funding for important housing and
human services projects; and
WHEREAS, the City as an entitlement community receives Community Development
Block Grant (CDBG) funding on an annual basis from the U.S. Department of Housing and Urban
Development (HUD). As part of the requirements to receive this funding, the City must prepare
and submit the Five -Year Consolidated Plan, Year 1 Action Plan, and all subsequent Annual
Action Plans to HUD; and
WHEREAS, the City receives an annual allocation of federal HOME Investment
Partnerships Program (HOME) funding from Alameda County as part of the City's membership in
the Alameda County HOME Consortium; and
WHEREAS, the City Council finds that the use of local City funds (e.g., Affordable Housing
Fee Funds, which was formerly known as the Lower Income Housing Fund, for housing services
and General Funds for human services) to supplement federal CDBG and HOME funds is an
appropriate use under the guidelines specified for the HHSG program; and
WHEREAS, at its meeting of July 15, 2025, the City Council reviewed the agenda report
which included the recommendations of the Human Services Commission regarding the proposed
HHSG program funding allocations for Fiscal Year 2025/26.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES
RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING:
SECTION 1. Finds that the award of grants is exempt from the California Environmental
Quality Act (CEQA) because it can be seen with certainty that there is no possibility that such
activity may have a significant effect on the environment, per Title 14 California Code of
Regulations §15061(b)(3) (common sense exemption).
SECTION 2. Approves the overall funding for the City's Housing and Human Services
Grant (HHSG) program for Fiscal Year 2025/26, as set forth in Table A, attached hereto as Exhibit
A, including $156,825 in federal Community Development Block Grant (CDBG) funds; $85,876 in
federal HOME Investment Partnerships Program (HOME) funds; $351,465 in City Affordable
Housing Fee Funds; $100,000 in City General Funds for human services for a total funding
amount of $694,166.
SECTION 3. The City Council approves the FY 2025/2029 Consolidated Plan, which
includes the FY 2025/2026 Annual Action Plan, and authorizes the City Manager, or designee, to
submit the Consolidated Plan and Action Plan to HUD and to execute all documents and
certifications necessary to secure and award funding for the City.
