RESOLUTION NO. 2026-088 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO APPROVE AN AGREEMENT WITH BROWN AND CALDWELL FOR ON-CALL WATER AND SEWER CAPITAL IMPROVEMENT PROGRAM ENGINEERING SERVICES IN THE AMOUNT OF $2,100,000 FOR A THREE-YEAR TERM, WITH OPTIONS FOR TWO ONE-YEAR EXTENSIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT WHEREAS, the City of Pleasanton desires to execute a Professional Services Agreement with Brown and Caldwell for on-call design services for water and sewer capital improvement projects; and WHEREAS, upon completion of a competitive selection process of nine consulting firms, Brown and Caldwell has been selected due to their unique qualifications, experience, and ability to provide professional civil engineering on-call design services for capital improvement program water and sewer projects; and WHEREAS, the City has negotiated an agreement with Brown and Caldwell for professional civil engineering on-call design services for water and sewer capital improvement program projects; and WHEREAS, in accordance with the California Public Contract Code and the City's applicable bidding requirements for public works agreements, the City advertised the project for formal statement of qualifications, received and opened qualifications on August 19. 2026, and determined that Brown and Caldwell submitted responsive qualifications for the On-Call Capital Improvement Program Water & Sewer Engineering Services RFQ-PWD-26.602; and WHEREAS, the total compensation under the agreement shall not exceed $2,100,000 for an initial three-year term, with options for two one-year extensions, unless otherwise authorized in accordance with City procedures; and WHEREAS, funding for the agreement is available in various water and sewer CIP's; and WHEREAS, the City Council has considered the staff report, the proposed agreement, and all information presented at its regular meeting on October 6, 2026. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. The City Council approves the agreement with Brown and Caldwell for professional civil engineering on-call design services for water and sewer capital improvement projects, in the not-to-exceed amount of$2,100,000 for an initial three-year term, with options for two one-year extensions. SECTION 2. The City Manager is authorized to execute the agreement, subject to minor modifications approved by the City Attorney. SECTION 3. The City Manager, or designee, is authorized to take all actions necessary to implement the agreement, including execution of related documents, notices, amendments,
