RESOLUTION NO. 2026-025 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO APPROVE AN AMENDMENT TO THE MASTER FEE SCHEDULE, ADOPTING FEES FOR PROCESSING APPLICATIONS PURSUANT TO THE POLICIES FOR WIRELESS TELECOMMUNICATIONS FACILITIES, SMALL WIRELESS FACILITIES, AND COLLOCATIONS AND MODIFICATIONS TO EXISTING WIRELESS FACILITIES SUBMITTED AS ELIGIBLE FACILITIES REQUESTS WHEREAS, on March 25, 2026, the Planning Commission of the City of Pleasanton adopted Resolution PC-2026-07, recommending the City Council approve proposed amendments to repeal and replace Chapter 18.110 of the Pleasanton Municipal Code and adopt new policies for Wireless Telecommunications Facilities, Small Wireless Facilities, and Collocations and Modifications to Existing Wireless Facilities Submitted as Eligible Facilities Requests (hereinafter "the Policies"); and WHEREAS, on April 21, 2026, the City Council Adopted Resolution No. 2026-024, adopting the Policies to establish the process for all requests for the City's regulatory authorization to construct, install, operate, collocate, modify, relocate, remove, or otherwise deploy wireless facilities within the City's territorial and jurisdictional boundaries; and WHEREAS, the Policies conform the City's permit processes for wireless telecommunications facilities with applicable law; and WHEREAS, Section 7 of the Policies states that the City Council shall adopt permit application fees, an application-review deposit, or combination of application fees and review deposit for processing such applications, with such fees and deposits reflecting the staff time and costs and consultant costs associated with processing applications; and WHEREAS, the Master Fee Schedule compiles City Council-approved fees for specific City services provided to applications, residents, and companies in the community; and WHEREAS, agencies are allowed to set fees at rates providing fair and reasonable recovery of costs incurred in providing services, and minimizing or eliminating the use of general tax revenues; and WHEREAS, the City conducted an analysis to ensure these fees charged do not exceed the cost of providing services with respect to processing applications under the Policies. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. The City Council hereby adopts the amendments to the Master Fee Schedule as reflected in Exhibit A.
