Downtown Specific Plan Committee and reinforced its recommendation for the
development of additional facility space including a center for the performing arts, art
galleries and class space.
Staff Comment: Downtown Specific Plan Committee is currently reviewing a number
of alternatives for the downtown area. At this time, staff anticipates providing the
Council with a listing of Committee recommendations in October of this year. The
Capital Improvement Program does not include facilities earmarked for our activities.
However, the CIP does include a reserve for a City Community Center and a master
plan of Amador Park which may result in space for art activities.
Planning Commission Approved all projects as presented in the CIP with the
following recommendations for the future consideration:
Install on- street parking on Owens Drive near the BART station to accommodate
demand for BART parking.
Staff Comment: The proposal to allow parking on Owens Drive in the vicinity of
the BART Station is not practical due to a number of factors. The need to have the
full street available for traffic movement is the primary concern. Providing for
parking along Owens Drive would require the removal of a travel lane. The streets
within the Hacienda Business Park were not designed with on- street parking in
mind. The driveways and bus turnout bays along Owens Drive need clear sight
distance for usage, as do the turning lanes into BART and PeopleSoft. The
relatively high speed of traffic on Owens Drive also makes parking and opening
doors problematic. On -street parking would also encourage packers to walk across
Owens Drive from their cars parked on the south side of the street rather than walk
to the traffic signals. This jaywalking would not be safe.
Recently, a temporary parking lot has been constructed on the west side of the
existing BART parking lot in Dublin. The lot has recently been paved and will
soon be open. Some 400 additional parking spaces have been provided. Staff
believes that in the short-term the additional 400 spaces will help mitigate the
current parking shortage.
Review potential for bike lanes throughout Hacienda Business Park.
Staff Comment: Currently bike lanes are provided along the north side of W. Las
Positas Blvd. between Stoneridge Drive and Hopyard Road; on the south side of
Stoneridge Drive between Hopyard Road and W. Las Positas; and on the south side
of Owens Drive where the Iron Horse Trail has been routed along a ten foot walk
between the BART Station and Tassajara Creek. Public Works will request that
the City's Bicycle Advisory Committee review the options for additional bike trail
routes through Hacienda Business Park (including the potential use of Chabot
Canal) and make recommendations.
61
