Allow access to the Willow Canal and Hacienda Business Park.
Staff Comment: The use of the Chabot Canal for a trail connection to the East
Dublin/Pleasanton BART station was reviewed at the time of the station
development. At that time, the alternative of using the old S.P. alignment to
Owens Drive was chosen as the better alternative. The through routes or long
distance bike paths have been contemplated to be accommodated by the wider
meandering sidewalks required on Owens Drive.
However, the use of the Chabot Canal was also identified in the Community Trails
Master Plan as a potential Class B trail. The Chabot Canal intersects Owens Drive
half way between Willow Road and Chabot Drive and would deliver pedestrians
and bikes to a mid -block location. Also, at two points southerly of Owens Drive,
the Cabot Canal intersects with major streets, West Las Positas and Stoneridge
Drive. The canal currently flows under these two roadways in box culverts with
the existing maintenance road brought to each street at grade. This would make for
a discontinuous trail along this alignment, with bicyclists and pedestrians having to
detour to signalized corners or alternatively, improvements must be constructed to
safely direct pedestrians and bicyclists across these streets.
It should be noted that City staff intends to meet with City Commissions during the upcoming
fiscal year for the purpose of receiving input on the new Capital Improvement Program.
Commission recommendations will be forwarded to the City Council for consideration as part
of that program.
Based on a review of the expected expenditures, the following table represents the projected
expenditures in the CIP by projects category for the remaining four years of the Capital
Improvement Program.
Recommended Expenditures
62
FY 2000 /01
FY 2001 /02
FY 2002/03
FY 2003/04
TOTAL
STREETS
$11,386,343
$3,047,847
$3,540,798
$3,093,085
$21,068,073
PARKS
$3,178,000
$1,289,640
$785,000
$761,000
$6,013,640
MISC.
$3,593,607
$3,673,261
$4,212,093
$4,648,010
$16,126,971
WATER
$2,051,330
$1,908,569
$1,422,779
$1,332,931
$6,715,609
SEWER
$1,793,332
$1,619,330
$952,223
$982,037
$5,346,922
$22,002412
$11,538,647
$10,912,893
$10,817,063
$55,271,215
TOTAL
Allow access to the Willow Canal and Hacienda Business Park.
Staff Comment: The use of the Chabot Canal for a trail connection to the East
Dublin/Pleasanton BART station was reviewed at the time of the station
development.
