SECTION XI (Continued) Each Councilmember is responsible for dCtellVlning a reasonable level of expenses within th~ Council budget. However, any Councilmember anticipating an extraordinary expense beyond those described above, should notify the City Manager, who shall in turn notify the other CounciLmembers. Council may then determine whether the annual budget supports the anticipated expense. 2. Procedures The Mayor and all Councilmembers may submit reimbursement for expenses incurred for City business subject m any limitations adopted by the City Council through the adoption of il~ annual budget or any other action of the Council. Requests for relmbussement are submitted on the appropriate forms to the City Manager for processing and to ensure the request is in accordance with all adopted Council policies. Council Equipment/Supplies Any special equipment or supplies purchased by the City for the use of a Councilmember shall remain the property of th~ City, and shall be returned to the City upon that Councilmember leaving office. Failure to Observe Policies Failure m observe any of the listed policies or procedures does not serve as an independent source of challenge to any decision or action of the City Council, nor does it serve as evidence of improper conduct in any challenge to any action by a City Council member or by the Council as a whole. Suspension of These Policies Any provision of these policies not already governed by the Pleasanton Municipal Code may be temporarily suspended by three affirmative votes of the Council. Amnndmnnt of These Policies These policies may be emanded by additions or deletions or new policies adopted by three affmative votes of the Council, provided the proposed amendment or new policies are inU'oduced into the record at a prior Council meeting.
