Mitigation Monitoring and Reporting Program N. Visual Resources
Page 96
VISUAL RESOURCES
Mitigation Measure: Nlb. Plen for noise mitigation in a manner that takes acrnunt of the
visual consequences of noise barriers on views of the site from
the outside and on vlewa from within the projeM.
lmpact to be Mi/igated: Project development, including bartiers to mitigate freeway-related noise,
would reduce visibility into and beyond the site and diminish the "green
vista" curtently available from 1-680 northbound and southbound through
the site. Phase 1 of the August, 2000 Specific Plan includes noise berms
and walls on the west side of I-680.
Agency/Individual
Responsible for
Implementation: Site developer
Implementation Timing: Prior to adoption of Specific Plan
Mitigation Specifications: Mitigation strategies include:
(1) Design sound berms or berm/soundwall combinations along I-680
pursuant to PUD Condition 67(a) and (b).
(2) Design berms to present as natural an appearance as possible.
Berms can be given a more natural appearance by incorpom[ing
variation in height, setback, surface form, and landscaping.
(3) Al[emate berms with sound walls (potentially including some trans-
parent materials) to vary the form of the sound barrier and to reduce
the adverse visual impacts of sound walls.
(4) Prepare a planting plan for the set-back sound berm that avoids
placing view-impeding vegetation at [he top of the berm. If sound
berms are used, and if distant views through and beyond [he site
would still be available (which depends on the placement and height
of the berm), ¢void landscaping that would impair those views.
All of these strategies are incorporated into the August, 2000 Specific
Plan and PUD Plan.
Agency/fodividual
Responsible for
Monitoring: City of Pleasanton, Planning Department
