rezoning that would not allow an office building, then the decision would be referred to
Council for decision.

Mayor Pico asked what a market study would cost.

Mr. Swift estimated between $10,000 and $20,000.

Mr. Campbell presented the scenario that a market study is done and it is
detm'mined an office building is not a good use for the site. He asked if the property then
sits vacant until another applicant comes along, or does the City look for an applicant for
a retail operation.

Mr. Swift replied that Council would change the zoning to give land use guidance
regarding what could be on the site, but the City would not assist the property owner in
developing the property.

Ms. Ayala believed that a market study would propose various uses for the site.

Mr. Campbell asked if requiring a market study for this site would set a precedent
of requiting a similar study for any other propen'y that wants to redevelop in the future?

Mr. Swift felt that decision would be on a case-by-case basis. The real issue
would be to determine what kind of use Council wants.

Ms. Michelotti believed the Planning Commission had concerns about siting an
office building on that side of the street, but were complimentary of the other elements of
the project such as green building codes. She asked if the design was a factor, did the
Commission believe a restaurant was a higher need for the site, or did it just want an
overall study?

Mr. Swift believed a majority of the Commission felt that another use than pure
office ought to be studied and located there. He did not believe the architecture of the
building led them in that direction per se. If the Commission had agreed with the land
use, it would have given more direction on the architecture.

Ms. Ayala believed that uses along Hopyard Road were looked at differently than
in other locations within Hacienda Business Park.

Mr. Swift said the areas in the original development plan that were designated
CPD (commercial planned development) were fight along Hopyard Road from the Shell
station to Inglewood. There is another small commercial site in the center of Hacienda
Business Park that has a bank and various shops and restaurants. Those are the two
commercial areas that were to provide the mix of complementary uses for the major
industrial and office uses that were anticipated to be brought to the Hacienda Business
Park. Various hotels, retail stores, etc. are located in these two locations. One cannot go
to the middle of the Business Park and build retail, financial, or hotel projects.

Pleasanton City Council 11 04/03/01
Minutes
