Mr. Campbell was also concerned about overturning the Planning Commission,
but in reading the mimRes, he felt that the Commission was uncomfortable changing the
use and simply wanted the Council to make the decision.

Mayor Pico believed the commission wanted a study to be done. He agreed with
that request.

Ms. Ayala believed that if Council is serious about affordable housing, then every
piece of property that comes before Council should be considered for this use. There are
limited opportunities for this. She reiterated that there are four million square feet of
office space not yet built and she didn't think the city needed more.

Mr. Campbell questioned building apartments on Hopyard Road.

Ms. Ayala felt locating high density housing near the Business Park was a good
idea.

Ms. Michelotti felt residential units on Hopyard was inappropriate. The General
Plan designates what this property should be used for. The residential uses in Hacienda
· are clustered in one location and are near the BART station. She felt what Ms. Ayala was
proposing was a study of all uses and to change the General Plan. She did not agree with

Ms. Dennis said if there are three votes on Council to do a study, then she wanted
to make certain housing was included, but she preferred to go along with what is in the
General Plan. She believed the proposed use was feasible, consistent with the General
Plan, with what had been approved in the past, with the design of the Business Park and
will support the surrounding uses. For the uses proposed by the Planning Commission,
she did not think a market analysis was necessary.

It was moved by Ms. Dennis, seconded by Ms. Michelotti, to adopt
Re~olution No. 01-028, to confirm the existing land use for the property and not to
conduct a market study for the site.

The roll call vote was as follows:
AYES: Couneilmembers - Campbell, Dennis, and Michelotti
NOES: Couneilmember Ayala and Mayor Pico
ABSENT: None
ABSTAIN: None

Mayor Pico indicated the next issue would be to decide whether to approve the
architecture of the building or refer it to the Planning Commission for design review.

It was moved by Ms. Micheiotti, seconded by Ms. Dennis, to approve the
architecture proposed for the building.

Pl~asanton City Council 18 04/03/01
Minutes
