Attachment 9
The mitigation to return Stoneridge Drive at Johnson Drive from LOS E to an acceptable level of
service is the same mitigation as in the proposed General Plan (see TR -1 -24 on page 3.4 -22.)
Two One intersections, West Las Positas at Coronado Lane and Stoncridgc Drive at LI Charro
would operate at an acceptable level of service in the Dispersed Growth Alternative but not in the
proposed General Plan, prior to mitigation...
On page 5 -20 of the DEIR, the second paragraph under transportation has been modified as follows:
The discussion below is based on a level -of- service analysis for all intersections prior to the
inclusion of mitigation measures. As part of this alternative, potentially significant effects due to
level of service would be mitigated for all intersections that are not located in the Downtown or at
gateway locations.
The Concentrated Residential/Mixed Use Alternative, assuming the ITE data, would result in
twenty 19 intersections operating at an unacceptable level of service. Comparing this alternative
with the proposed General Plan shows that cix five intersections would operate at a level of
service worse than, and having delays greater than, the proposed General Plan, and one
intersection would change from an unacceptable operation level to acceptable. Of the ciY, five
three two are located within the Downtown and are exempt from operating at LOS D or better,
and therefore would not require measures to mitigate the impacts. One intersection is a gateway
intersection and, as wit the proposed General Plan, would not be required to improve its operation
to LOS D or better. This gateway intersection (East Bound I -580 off -ramp to Santa Rita Road)
could result in a new potentially significant effect that may not be mitigated. Two other
intersections would need—include the following additional mitigation measures to improve
conditions to an acceptable LOS.
Table 5 -10 on page 5 -21 of the DEIR has been changed to delete the Stoneridge Drive at El Charro Road
intersection, the last intersection listed on the table.
On page 5 -22 of the DEIR, the fourth paragraph has been modified as follows:
Intersection operations for the other study intersections would generally operate under similar
conditions with either the Concentrated Residential/Mixed Use Alternative or the proposed
General Plan. As such, the Concentrated Residential/Mixed Use Alternative would result in
greater impacts than would occur under the proposed General Plan, with one more intersection
resulting in a potentially significant impact than the project.
Hxhibt F. FIR Errata 3 July 2009
