A. Step 1:
The property owner shall submit to the City within one year
of the adoption of this Chapter a structural engineering
report. The purpose of this report is to establish, by
required tests, the strength of the mortar material holding
the bricks or hollow clay blocks together. Such tests will
reveal if the walls have proper attachment to the roof
system and, in the case of multi-story buildings, that the
floor systems are also properly attached to the wall system.
The tests are to be completed by a licensed engineer or
architect. A property owner with a building which does not
have a proper wall-to-roof or wall-to-floor attachment must
complete the attachment within two (2) years of the
adoption of this Chapter.

B. Step 2:
1. If the property owner desires to reinfome the existing
building, the property owner is to submit plans to the City's
Building and Safety Division and Planning Departments.
The property owner shall complete the repairs based on the
classifications (Table A)I within the time frame (Table B)
of this Chapter and based on the structural stability of the
structural engineering report. To ensure that the work
progresses in a timely manner, the property owner shall
obtain a building permit at least one year prior to the last
day of the time frame established by Table B.

Table A - Rating Classification

Type Of Building Classification
Hazardous building I
High-risk building II
Medium-risk building III
Low-risk building IV

Table B - Time Frame Based on Type

Classification Type Time Frame
I Hazardous or dangerous Immediately
II High-risk 5 Years
III Medium-risk 7 Years
IV Low-risk 10 Years

130
