Councilman Hansen recommended that Officers' Reports for December be placed on file.
There being no objection, it was so ordered.
Mr. Joe Anselmo appeared before the Council at this time with a petition signed by eight
Vineyard Avenue property owners requesting the Council to give their aid in drainage
situation on Vineyard Avenue. Mr. Anselmo stated that the water now flooding their prop-
erties is caused by the housing projects on the south side of Vineyard Avenue. As the
tracts he speaks of are not the City limits, it will be a matter for the County to
attend to; however the Council agreed that the situation should be remedied and requested
Mr. Oxsen to write to Supervisor Stanley and the Alameda County Flood Control Engineer
regarding same. Mr. Anselmo also stated that the property owners would be glad to install
the pipe line to prevent this flooding if the County would furnish the pipe.
Mr. Raymond E. Layton, Consulting Engineer, was introduced to the Council. Mr. Layton
expressed his desire to design the proposed 2;000,000 gallon reservoir for the City of
Pleasanton. He stated that there were several steps for the Council to take before an
engineer proceeds with the design; firstly, they must make an overall picture, namely
placement of reservoir; secondly, they must make the necessary survey, such as foundation
explorations, pipe line, size of pipe, etc. He then explained the difference in pre-
stressed concrete reservoirs of twenty years ago and those of today. The figures Mr.
C` Layton gave for cost of construction and also dimensions are as follows: One million
gallon reservoir would cost approximately 50,000 and is 92 feet in diameter and has a
cr. side wall of 227 feet; two million gallon would run between $80,000 to 585,000. and would
be 130 feet in diameter with a 22 foot side wall; three million gallon would cost between
$100,000. to 5105;000. and is 130 feet in diameter with a 30 foot side wall. Above fig
d ures do'not include cost of excavation or testing concrete. He estimated the lenghth of
time for construction wo, d b _.eleven months. He stated that his 42% engineering fee
includes plans and s, consultation during construction, approval and checking of
all shop drawings, 3.71E and review of all payments to the contractor. It does
not include detailed construction inspection; however he proposed to design and handle
construction of whole job for a fee of A preliminary report would cost $250.00. The
Council thanked Mr. Layton for coming, and stated that they would have to await the
outcome of a general bond issue before the engineer was decided upon.
COMMUNICATIONS:
12 -24 -52 (Copy) Parkside Development Co. to
McCammon Wunderlich Co.
