ROLL CALL showed present; Councilmen Cairo, Hansen,
and Hewitson. Absent: Councilman Abrott, due to illness.
Mr. Herbert G.. Crowle, thngineer with County Advisory Committee for Flood Control and
Water Conservation District, addressed the Council and twenty -five local citizens on
the matter of the establishment of Zone 5, which has been under study for the past
three years. Zone 5 includes the watershed of Alameda Creek and the incorporated cities
of Pleasanton and Livermore. In'order to make any improvements in any part of the area,
a Zone must first be established in the area. The first step that must be taken in
establishment of such a Zone is the concurrence of all incorporated cities in the pro-
posed zone. This concurrence may be obtained by a four fifths vote of the Council or
a majority. vote of the people. Mr. Crowle then outlined plans contemplated if this
zone is established. They are as follows: One or more iaj.or storage dams, a number of
smaller dams, channel improvements and storm drainage facilities in urban areas, and the
construction of smaller channels as required. He stated that. these improvements would
be financed by a combination of federal, state, and local funds, and that, in all
probability, the local funds could be obtained by an increase of less tha 10% of local
propoerty taxes; however, before an increase in tax is imposed a public hearing on
proposed plans and expenses must be called. A protest filed by more than 50% of the
property owners at this hearing would stop the proposed project. A bond issue would
be called if the protests were not sufficient in number to stop the project. :Two
thirds vote must be obtained to carry the issue. After these steps, the Board of
Supervisors would then have the power to impose an increase in taxes. Mr. Crowle then
stated that Zone 5 must be established before February 1, 1953, in order to obtain any
improvements this year. The State Eigineer's Report shows that the average annual rate
of use of water in this valley is greater than the average. annual rate of replenish-
ment. The meeting was then opened to discussion by the local citizens present. Most
os those present favored the establishment of Zone 5. Both Councilman Hansen and Coun-
cilman Cairo favored putting the plan to a vote of the people. Any action on the part
of the Council was deferred until after the meeting at Amador Valley High School on
January 22, 1953.
RESOLUTION 2268, authorizing installation of street signs, was adopted, on motion of
Councilman Hewitson, seconded by Councilman Hansen, and approved by all Councilmen
present.
RESOLUTION 2269, approving inclusion of route throu-h Ple s nton in study by the Joint
Fact- Finding Committee on Highways of the California, s opted, on motion of Council-
man Hewitson, seconded by Councilman Hansen, and approved by all Councilmen present.
