EXPENDITURE OF FUNDS. (a) General. District shall be <br /> the custodian of all funds collected, received and paid over to <br /> District pursuant to the provisions of paragraph 10 or otherwise <br /> generated with respect to the Regional Sewerage Facilities. All <br /> such funds, including accrued interest, shall be restricted to <br /> uses relating to the operation, maintenance and capital expense <br /> needs of the Regional Sewerage Facilities, the facilities of TWA, <br /> LAVWMA, or any other Joint Use Facility as to which the parties <br /> may agree, as hereinafter in this paragraph provided. Separate <br /> accounts shall be maintained by District, segregating receipts by <br /> source and expenses for the Regional Sewerage Facilities, TWA, <br /> LAVWMA and such other Joint Use Facility into the categories of: <br /> (i) operation and maintenance, (ii) replacements and repairs, and <br /> (iii) capital facility expansion. Expenditures may include a <br /> reasonable portion of District's overhead related directly to <br /> District's services and facilities or assets devoted to operation <br /> and maintenance, replacement and repairs, and capital facility <br /> expansion of the Regional Sewerage Facilities, the facilities of <br /> TWA, LAVWMA and such other Joint Use Facility as to which the <br /> parties may agree. <br /> District shall keep proper books and records which shall <br /> incorporate general principles for enterprise accounting and <br /> shall comply with the requirements of the Clean Water Acts and <br /> regulations implementive thereof.
