Section 8 Experience and Staff Instructions
The following is a partial list demonstrating Eden Housing, Inc.'s
experience with "those persons least likely to apply for housing ":
Josephine
following
4.0%
15.3%
8.08
.7%
Eden Lodge
following
2.1%
4.2%
5.6%
1.4%
3 %
7 %
45 %
Lum Lodge (Section 236) - 150 units of senior housing with the
ethnic mix:
Black
Hispanic
Asian
Other
(Section 8/202) - 143 units of senior housing with the
ethnic mix:
Black
Hispanic
Asian
Other
Eden Issei Terrace (Elderly and Handicapped) - 100 units with the
following ethnic mix:
Black
Hispanic
Asian
The EHI/PMS staff responsible for marketing will be provided with the
following Fair Housing Laws and Regulations:
California Fair Housing Law (The "Rumford Act ")
Coverage is limited generally to the sale or rental by persons in the
housing business, such as builders, real estate brokers and salesmen,
lending institutions and apartment house owners and operators. Unless
there is an FHA or VA insured loan or other "publicly assisted"
housing involved, the owners of dwellings with less than five units
are exempt. The law is violated when a person covered refuses to sell
or rent or otherwise denies a housing accommodation to a person because
of race, color, religion, national origin, sex, marital status or handi-
cap.
Enforcement of the law is through the Department of Fair Employment and
Housing (DFEH). They receive "pre - complaints" and signed under penalty
of perjury by the person against whom the discriminatory acts have been
directed. The FEPC staff investigates, attempts to conciliate any
violations found and eventually may take the case to a public hearing
and then to court. Generally, the person complaining must remain ready
and willing to take the housing accommodation throughout this procedure.
