program. She also advised that this was the third year that Valley Humane Society was offering
the program.
Commissioner Hall questioned how previously allocated funds had been used, and
Commissioner Borchers wondered whether part of the Society's goal was to get people to adopt
pets.
The Commission was informed that the program had been presented to a total of 960 students
at eight (8) schools during the past year. Ms. Vallar also advised that Valley Humane Society
was hoping to expand the program to other elementary grade levels.
Tri- Valiev YMCA, Kelly O'Laoue Dulka (Adolescent Mental Health Services) provided
information about the YMCA and advised that the funds requested would be combined with
funds from health care partners and other donors to hire another licensed clinician to provide
direct services to Pleasanton Teens who are struggling with a variety of mental health needs.
This would allow for addressing some of the concerns that have emerged during the updating of
the Youth Master Plan.
Commissioner LaBarre discussed with Ms. Dulka how this program would be coordinating with
the services being provided by the School District.
Chairperson Mastey questioned whether this would provide one -on -one services. Ms. Dulka
provided information about group techniques and also the development of a peer counseling
program. She also advised that the YMCA is working to make teens aware of what services are
available to them by providing a resource packet.
Commissioner Hall wondered if teens would be required to pay for the service provided. Ms.
Dulka advised that a 'sliding scale' fee schedule would be used; however, the YMCA's first
priority would be to provide the service.
Community Association for Preschool Education, Inc. (CAPE, Inc.), Rosemary Almand,
(Bilingual Mental health Services) advised that funds were being requested for a mental health
consultant/intern who could provide cultural and linguistically appropriate mental health services
to Spanish speaking families. The main goals of CAPE are to provide family services that are in
the family's primary language. Ms. Almand informed the Commission that CAPE provides Head
Start Preschool and services at Donlon Elementary and Horizon High schools. Funding would
help them to continue providing much needed services.
Commissioner Borchers questioned Ms. Almand about the number of mental health specialists
at CAPE, and Commissioner Acebedo discussed the services that funding would provide for
residents of Pleasanton.
Commissioner Hall discussed with Ms. Almand how CAPE marketed the program. He was also
informed that CAPE currently has a long waiting list of low- income families in need of service.
Commissioner Borchers asked Ms. Almand to provide information about the actual services
provided by CAPE.
Youth Commission Minutes
March 10, 2010
Page 3
