The property owner shall submit to the city within
one year of the adoption of this chapter a structural en-
gineering report. The purpose of this report is to estab-
lish, by required tests, the strength of the mortar material
holding the bricks or hollow clay blocks together. Such
tests will reveal if the walls have proper attachment to
the roof system and, in the case of multistory buildings,
that the floor systems are also properly attached to the
wall system. The tests are to be completed by a licensed
engineer or architect. A property owner with a building
which does not have a proper wall to roof or wall to
floor attachment must complete the attachment within
two years of the adoption of this chapter.
B. Step 2:
I. If the property owner desires to reinforce the
existing building, the property owner is to submit plans
to the city's building and safety division and planning
departments. The property owner shall complete the
repairs based on the classifications (Table A) within the
time frame (Table B) of this section and based on the
structural stability of the structural engineering report.
To ensure that the work progresses in a timely manner,
the property owner shall obtain a building permit at least
one year prior to the last day of the time frame estab-
lished by Table B of this section.
Classification
11
111
IV
Table A— Rating Classification
Type of Building
I lazardous building
High risk building
Medium risk building
Low risk building
Classification
11
111
IV
Table B— Time Frame Based On Type
Type Time Frame
Hazardous or Immediately
dangerous
High risk 5 years
Medium risk 7 years
Low risk 10 years
2. If the building owner desires not to reinforce
the building, the city's existing process for staff and city
council review of a demolition permit shall apply. Each
building shall be reviewed independently to determine
its contribution to the downtown. All demolition permits
for buildings downtown shall be reviewed by the city
council to ensure that all alternatives have been ex-
plored.
C. Step 3:
857
20.52.060
If a property owner does not begin nor complete
the required reinforcement within the applicable time
frame, the building official shall have the authority to
prohibit the occupancy of the building until the repairs
have been completed. (Ord. 1869 § 14, 2002; Ord. 1563
§ 1, 1992)
20.52.060 Scope.
A. General. The provisions of this chapter, sub-
ject to the limitations of subsections B and C of this sec-
tion, shall apply to existing buildings having at least one
unreinforced masonry bearing wall. Except as provided
herein, all other provisions of the uniform building code
shall apply.
B. Hollow Concrete Block and Hollow Clay
Tile Buildings. The provisions of this chapter are appli-
cable to unreinforced masonry bearing wall one- or two -
story buildings constructed of hollow concrete blocks or
hollow clay tiles when it can be shown by testing that
the block or tile units are of bearing type and the capac-
ity of the wall in bearing and shear based on net area in
contact through bed joints is not less than those allowed
for solid bricks. Bonding shall also be verified to the
satisfaction of the chief building official.
C. Essential or Hazardous Facilities. This chap-
ter does not apply to "essential facilities" and "hazard-
ous facilities" as defined in Table 23 -K of the uniform
building code. (Ord. 1869 § 14, 2002; Ord. 1563 § 1,
1992)
20.52.070 Responsibilities of property owners.
A. Notification of Building Tenants. A property
owner shall notify all tenants, in writing, that a structural
investigation has been performed and that the report is
available for review at the city Building and Safety Di-
vision Office, 200 Old Bernal Avenue, Pleasanton, Cali-
fornia. This notice shall be sent within 30 days of the
date the structural engineering report is submitted to the
city. (Ord. 1869 § 14, 2002; Ord. 1563 § 1, 1992)
20.52.080 Structural engineering reports.
A. Preparation of Reports. A property owner
shall employ a civil or structural engineer to perform the
necessary investigation and analysis of an owner's
building as set forth below.
B. Purpose. The purpose of the report is to in-
vestigate in a thorough and unambiguous fashion the
building's structural systems that resist the forces im-
posed by earthquakes and to determine if any individual
portion or combination of these systems is inadequate to
prevent a structural failure based on the criteria con-
tained in Appendix B.
(Pleasanton Supp. No. 3, I -I0)
